The nomination period for the 2022 elections begins May 2 and ends August 19, 2022. Individuals wishing to register as candidates must ensure their nomination papers are filed within this window and cannot begin their campaign until the necessary documents are filed with the Clerk’s Office.

 Municipal Offices to be Elected

Mayor

One (1) to be elected at large.

Deputy Mayor

One (1) to be elected at large.

Councillor

Three (3) to be elected at large.

School Board Offices to be Elected

Nomination papers for school boards must be obtained and filed at the appropriate Municipal Office for the following offices:

English Public School Board Trustee - Upper Canada District School Board

One (1) to be elected by all voters in the Township of South Stormont, Township of North Stormont, Township of South Glengarry and Township of North Glengarry.  Nominations for this office must be filed with the Township of South Stormont

English Separate School Board Trustee - Catholic District School Board of Eastern Ontario

One (1) to be elected by all voters in the Township of South Stormont, Township of North Stormont, Municipality of South Dundas and Township of North Dundas.  Nominations for this office must be filed with the Township of South Stormont.

French Public School Board Trustee - Conseil des ecoles publiques de l’Est de l’Ontario

One (1) to be elected by all voters in the Township of South Stormont, Township of North Stormont, Township of South Glengarry, Township of North Glengarry, Municipality of South Dundas, Township of North Dundas and the City of Cornwall. Nominations for this office must be filed with the City of Cornwall.

French Separate School Board Trustee - Conseil scolaire de district catholique de l’Est ontarien

One (1) to be elected by all voters in the Township of South Stormont, Township of South Glengarry, Township of North Glengarry, Municipality of South Dundas. Nominations for this office must be filed with the Township of North Glengarry.

 Who Can Run as a Candidate?

To qualify as a candidate you must meet all of the following conditions:

  • a Canadian citizen
  • at least 18 years old
  • a resident in the Township of South Stormont or a non-resident of South Stormont and you or your spouse own or rent property in the Township
  • not otherwise prohibited under the Municipal Elections Act, 1996 or by law
 Who Cannot Run as a Candidate?

The following people are disqualified from being elected as a member of council, or from holding office as a member of council:

  • a judge of any court
  • a member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations or the Clerk will not certify the nomination
  • a candidate who failed to file the necessary financial statement or exceeded the prescribed spending limit in the last municipal election or by-election

Township of South Stormont Employees

  • Employees of the Township of South Stormont who wish to run for Mayor or Councillor must take an unpaid leave of absence before filing a nomination paper.
  • The employee must provide a copy of the documentation showing that they have taken the leave of absence and the effective date.

The following people are disqualified from being elected as a school board trustee, or from holding office on any school board:

  • a clerk, treasurer, deputy-clerk or deputy-treasurer of any municipality within the area of jurisdiction of the school board except those on an unpaid leave of absence
  • a member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations or the Clerk will not certify the nomination
  • a candidate who failed to file the necessary financial statement or exceeded the prescribed spending limit in the last municipal election or by-election

School Board Employees

  • Employees of any school board (including supply teachers) are disqualified from being elected as school board trustee or from holding office on any school board, except during a leave of absence.
  • The employee must be on a leave of absence before filing their nomination paper.
  • They must provide the Clerk with documentation showing that they have taken the leave of absence and the effective date.

 Campaign Spending Limits

Candidates are not allowed to spend money to campaign or ask for or accept contributions before filing nomination forms.

 Campaign Signs

There are rules governing the use and placement of campaign signs. Please review the Township Elections Signs By-law below, as well as a memo from the United Counties of SDG regarding sign placement on County Roads.

Please note that before any municipal election signs are erected within the Township of South Stormont, candidates and registered third party advertisers shall pay a deposit fee of $100.  The sign deposit fee is payable by the candidate and/or registered third party advertiser at the time of filing their nomination/registration papers

 Filing a Nomination

To run for a position on Council (Mayor, Deputy Mayor, Councillor) or School Board Trustee for the 2022 Municipal Election, you must file nomination papers.

To file a nomination, you must provide:

  • nomination paper
  • at least 25 declaration of endorsements 
  • current acceptable identification
  • nomination filing fee (paid by cash, debit card, certified cheque or money order, payable to ‘Township of South Stormont’)
    • the filing fee is $200 for candidates running for Mayor and $100 for Deputy Mayor, Councillor or school board trustee candidates
    • nomination fees are refunded to candidates once they file the required financial statement
  • Sign deposit fee of $100 (paid by cash, debit card or cheque). Sign deposits are refunded once all election signs have been removed following the election. 

Candidate Information packages are available for pick up at the Township office during regular office hours (8:30am - 4:30pm, Monday to Friday). Electronic versions of the package contents are available below.

Nominations can be filed in person, by an agent or in extenuating circumstances, electronically (via a virtual meeting) with the Clerk during regular office hours (8:30 AM – 4:30 PM, Monday - Friday), beginning May 2, 2022 and ending on Friday, August 19, 2022 at 2:00 PM. If an agent is filing a nomination on your behalf, the agent must provide the above documents as well as their own identification.
